Seres Unveils Major Internal Overhaul
After previously being exposed for the "520 Plan," Blue Whale News exclusively learned that Chongqing-based automotive company Seres is currently strictly enforcing confidentiality measures internally.
"Recently, the company has been very strict on confidentiality, with prefixes such as 'secret,' 'confidential,' and 'top secret' required on all documents," a Seres insider told Blue Whale News, adding that every page of PPTs and similar documents must also be marked.
According to the Seres "Principles of Electronic Document Classification Management" shown to Blue Whale News by the insider, the classification marks are divided into five levels: Top Secret, Confidential, Secret, Internal Public, and External Public. Documents that cannot be marked with Chinese characters can be equivalently marked with English characters such as AAA for Top Secret, AA for Confidential, A for Secret, B for Internal Public, and C for External Public.
At the same time, following the principle of "who is in charge, who is responsible," the responsible party is to manage the classification and marking of electronic documents within their department/individual scope according to the principles of confidentiality classification, ensuring that the information in the documents they are responsible for, handle, and create is correctly classified.
Regarding the principles of document classification, it is stipulated that confidential information (Top Secret, Confidential, Secret levels) is limited to specific teams/personnel, Internal Public is limited to circulation within the company, and External Public has no special requirements.

For the judgment of electronic information document classification, three criteria are provided: first, the scope of information dissemination; second, the impact of information leakage; and third, the importance of the information. Taking "the impact of information leakage" as an example, it is stipulated that data leakage with no negative impact on the company is considered External Public; data leakage with some negative impact but not serious is generally Internal Public; data leakage with a serious impact that could lead to business interruption or significant loss is considered confidential information.
"It has been implemented for two weeks, but it's a gradual process," the aforementioned insider also told Blue Whale News, saying that they heard from colleagues that the person who leaked the "520 Plan" was identified and demoted three levels, which may indirectly confirm the authenticity of the "520 Plan."
It is reported that on September 19th of this year, a blogger posted an article claiming that Seres had formulated the "520 Plan." According to a document image with an official seal posted by the blogger, Seres Group Co., Ltd. "will implement the '520' plan: age 50, tenure 20 years, meeting either criterion resets everything to zero and a new mutual selection process begins. The goal is to orderly achieve a youthful state in the talent team and to continuously maintain an activated state in the talent team."
Regarding the "520 Plan," Blue Whale News also sought confirmation from Seres at the time but did not receive a response. Blue Whale News also sent inquiries to Seres regarding the insider's claims of strict internal confidentiality, principles of electronic document classification management, the demotion of the person who leaked the "520 Plan," and whether the strict internal confidentiality measures are related to the exposure of the "520 Plan," but had not received a response by the time of publication.
According to Seres' official website, it currently has over 16,000 employees. In terms of career development, it claims that Seres insists on building a talent team that is mission-driven and capability-driven, daring to innovate, act, and take responsibility, with high combat effectiveness and creativity. It focuses on developing leadership management capabilities in business development, while also empowering leaders at key points with a focus on their mission and responsibilities, to cultivate a leadership team that leads the development of Seres' business. It is reported that Seres was founded in 1986, with its predecessor being Xiaokang Shares. Public information shows that in 1986, the company started its first entrepreneurial journey with parts, and in 2003, it entered the field of whole vehicle manufacturing to start its second entrepreneurial journey. In 2016, the company entered the new energy field.
In 2021, Xiaokang Shares started cross-border business cooperation and jointly released the AITO brand with Huawei. The first model of the brand was the Enovate M5. Behind the instant popularity of the Enovate M5, Xiaokang Shares changed its name to Seres (Group) in 2022. According to Seres executives at that time, the joint business cross-border integration between Seres and Huawei created three precedents: first, it created a precedent for the deep integration of new energy vehicle companies and ICT technology companies; second, it created a precedent for cars to be sold in mobile phone stores, achieving the world's first channel interconnection between technology brands and car brands; third, it created a precedent for the joint release of mobile phones and cars.
At present, Seres is also deepening its cooperation with Huawei. In August this year, the deepening of the strategic cooperation agreement between Seres Group and Huawei and the signing ceremony of Seres Automobile Investment and Yewang were held. The announcement at that time showed that its wholly-owned subsidiary, Seres Automobile, intended to purchase 10.00% of the equity held by Huawei Technologies Co., Ltd. in Shenzhen Yewang Intelligent Technology Co., Ltd. in cash, with a transaction price of 11.5 billion yuan.
"Yewang aggregates many core technologies of Huawei's smart car business, and Huawei will fully support Yewang to continue to lead and serve the intelligent transformation of the automotive industry. This cooperation marks a more comprehensive and close cooperation between Huawei and Seres. In the future, Huawei and Yewang will continue to support the upward development of the Enovate brand and launch more new products." Yu Chengdong, Huawei's Executive Director, Chairman of the Terminal BG, and Chairman of the Intelligent Automotive Solution BU, said at that time.
